'Time Based': Guru 'senior' tidak puas hati terhadap 'junior'

Parlimen | KUALA LUMPUR, 31 Okt (Hrkh) - Prinsip 'Time Based' yang digunapakai Kementerian Pelajaran dalam proses kenaikan pangkat guru siswazah dan guru bukan siswazah menimbulkan rasa tidak puas hati di kalangan guru yang lama berkhidmat. Perkara itu didedahkan Roslan Shaharum (PAS-Bukit Gantang) dalam sesi soal jawab, di Dewan Rakyat, semalam.

Menurut beliau, sistem 'Time Based' itu menimbulkan rasa tidak puashati di kalangan guru-guru yang telah lama berkhidmat berbanding guru-guru yang 'junior'.

"Mereka mendapati gaji di antara mereka sama, walaupun berbeza dari sudut pengalaman dan juga senioriti mereka. Sebagai contoh, kenaikan Time Based DG 32, gaji yang diterima guru yang mengajar 18 tahun, sama dengan guru yang baru mengajar sepuluh tahun," kata beliau ketika mengemukakan soalan tambahan.

Menjawab persoalan tersebut, Timbalan Menteri Pelajaran Dato' Razali Ismail, berkata terdapat beberapa syarat untuk kenaikan iaitu sepuluh tahun, contohnya dari DG 41 kepada DG 44.

Bagaimanapun, beliau mengakui kemungkinan berlakunya kelewatan dalam proses kenaikan tersebut memandangkan keluarga kementerian yang besar, selain menghadapi proses birokrasi dari peringkat sekolah, guru besar, PPD dan JPA.

Sebelum itu, Roslan dalam soalan asalnya meminta kementerian menyatakan sejauhmana asas keadilan yang dipatuhi pihak kementerian dalam merangka proses kenaikan pangkat melalui Time Based

Education system to blame, says professor

Professor Emeritus Tan Sri Khoo Kay Khim

TUITION centres are not helping to create thinking students by providing examination tips and model answers, but they are hardly the ones to shoulder all the blame.

Historian Professor Emeritus Tan Sri Khoo Kay Khim said the exam-oriented education system was the problem.

"We should not be telling students what is coming out in examinations or how they should answer questions.

"They must figure that out for themselves.

"But, in the first place, there should not be too much emphasis on getting 16 and 17As."

Khoo said that even in universities, students would ask lecturers what were the topics to study, and then ask what were the possible questions, and how to answer them.

"The younger lecturers fall into this trap and tell students what they want to know, partly in their attempt to be popular.

"My students come up to me as well, and I say I don't know, just study everything."

He said that even in school, there were teachers who refused to teach the whole syllabus so that students would attend their tuition classes outside school.

"And at these extra classes, they offer examination tips.

"One wonders where they get their tips from because not everything is above board these days."

Pelajar perempuan tendang guru disingkir

KANGAR: Pelajar perempuan yang bertindak ganas menendang seorang guru wanita di Sekolah Menengah Kebangsaan Perlis, dekat sini, baru-baru ini disingkir daripada sekolah itu berkuatkuasa hari ini.

Pengarah Pelajaran Perlis, Mansor Lat ketika dihubungi berkata keputusan menyingkirkan pelajar Tingkatan Dua itu diputuskan Jawatankuasa Disiplin sekoleh itu, namun beliau tidak menyatakan bila keputusan itu dibuat.

Sebelum ini, pelajar berusia 14 tahun itu yang menendang guru sivik, Azhana Ibrahim, 27, di dalam bilik darjah sekolah itu pada 16 Oktober lalu digantung persekolahannya selama seminggu untuk siasatan.

Bagaimanapun, setelah siasatan selesai, jawatankuasa itu memutuskan pelajar itu disingkir daripada sekolah yang sebahagian besar pelajarnya berketurunan Cina.

Bagaimanapun, Mansor berkata pelajar itu tetap diberi peluang mengemukakan rayuan kepada Jabatan Pelajaran Perlis untuk membolehkannya dipertimbangkan menyambung persekolahan di sekolah lain.

Pelajar itu dilaporkan bertindak ganas setelah guru itu meminta penjelasan daripadanya mengenai tulisan “gila babi” yang ditulis dalam satu tugasan yang diarahkan guru itu.

Mengenai kes pergaduhan sekumpulan 16 pelajar sekolah yang sama pada 20 Oktober lalu, beliau berkata empat daripada mereka yang terbabit dikenakan hukuman disingkir daripada sekolah berkuatkuasa hari ini, manakala selebihnya digantung persekolahan serta diberi surat amaran keras.

Pergaduhan itu dikatakan berpunca daripada salah faham sebelum berlaku pergaduhan yang terpaksa dileraikan dengan kehadiran anggota polis.

With the SPM exam just around the corner, tuition centres are offering instensive classes that provide tips on how to spot questions, writes JENNIFER GOMEZ


AS government examinations draw near, tuition centres provide extra tutorials on how to answer questions, with tips on questions that may appear.

All for a fee, of course.

Students, afraid to miss out on anything that might get them their As, pester their parents to send them to these tutorials and seminars offering, among others, spotted questions.

Parents are puzzled, wondering why the syllabus wasn't covered during regular tutorials.

Also, they are inundated with SMSes from these centres stressing the importance of these additional classes and workshops.

In addition, their children don't want to lose out to friends who have signed up for them, too.

This is the scenario faced by urban parents and their children in the race to obtain As, be it for the Penilaian Menengah Rendah or Sijil Pelajaran Malaysia examinations.

Teachers and parents appear to agree on this issue with the SPM examination just around the corner.

National Union of the Teaching Profession secretary-general Lok Yim Pheng was against students being too reliant on last-minute examination tips offered for a fee. She said students should not be spoon-fed.

Lok said these tipsters were not doing anything positive to help students prepare for examinations in a wholesome manner.

"They are giving students false hope.

"With such tips, students focus their efforts on spotted questions and they do not go through the whole syllabus."

But her hands are tied for now, that is, until someone makes a formal complaint.

Lok said: "Some teachers say that this is not a healthy practice. Some even suspect that these tips are being obtained through not-so-legitimate means but no one has made an issue of it."

Teacher P.S. Han, however, said that the availability of these tips for a fee was a supply-and-demand issue.

"There's a demand for them because our examination system is focused on getting As. So, it's a business opportunity to be sei-zed."

However, Han is against his children seeking these tips.

"When I was in school, my teacher told me that his job was to educate me and that was it. It was my responsibility to prepare for my examinations.

"That is the principle I live by as a teacher myself today."

Han, who sets his school examination papers, has made it a habit of late not to distribute his questions to other teachers. "It's safest just with me."

He said that the idea of glorifying those who got multiple As was flawed.

"Students in good urban schools are expected to get the As.

"What's so great about them? They have good schooling and private tutors.

"What about the student in a remote area in Sabah, for instance, who has to walk for miles to school and yet passed his examination?

"In that sense, the media is also wrong to focus on the top scorers when results are announced."

Mercy Almeida, a secondary school teacher, tried to convince her son, who will be sitting his SPM examination, and daughter, who sat for PMR examination recently, not to be too reliant on intensive tuition classes and tips.

"I told them to just keep up with what they learn in school and revise at home. They are also going for tuition.

"But my daughter went to the extent of saying to me that if I didn't allow her to go for these additional sessions, she might fail her examination," said Almeida, troubled by the whole affair.

She said it all started with her daughter's tuition centre offering intensive classes for an additional fee when it got closer to the PMR examination.

"They forced the students to go for the intensive classes, saying that it was necessary if they wanted to do well.

"What I didn't like was that the tutors who were teaching the regular classes were the same ones teaching the intensive classes. Why didn't they cover everything in the regular classes?

"On top of that, we get inundated with SMSes about these intensive classes, so the students felt that they might lose out if they didn't attend."

Despite trying to reason with her daughter, the latter insisted on going, saying that her friends had signed up for it.

Almeida had less energy to put up an argument with her son, who is also attending these special classes, and has signed up for an examination tips seminar on Nov 1 and 2.

She said that 90 per cent of students in urban centres were attracted to these seminars and packages offering tips.

She added that even the poorer children were taken up by these offers.

"We conduct extra classes for poor students who cannot catch up to bring them up to par and instil confidence in them to face their examinations, but they also want to go for extra classes."

D.F. Fernandez, a teacher in Sitiawan, said, however, that the trend had not caught on in smaller towns.

"There was a seminar here two weeks ago on examinations tips and only about 20 students from my school went."

Avoid biscuits without labels: Health Ministry

KUALA LUMPUR: Biscuit lovers are advised not to buy loose biscuits from night markets, farmers’ markets and shops.

The Health Ministry’s Food Safety and Quality Division director Noraini Mohd Othman said this was to avoid buying biscuits that contained melamine exceeding the permissible level.

She said consumers must also be more alert to avoid food that could jeopardise their health and their family’s.

“We can only educate consumers, but they make the decisions when purchasing goods. Read the labels before buying.

“Don’t only think that loose biscuits are cheaper, but think of the effects the tainted biscuits have when we consume them,” said Noraini in a statement faxed to Bernama, here on Tuesday.

Noraini also advised retailers to be more responsible and to often check the ministry’s website to avoid selling food products tainted with melamine.

“If there is a food product that does not contain the permissible level of melamine, we hope they will remove it from the shelves or contact the District Health Office or State Health Department for more information.

“We also urge consumers to go through the list of products not approved by the ministry to avoid buying unsafe products,” she said.

The division today certified four products from China and four more biscuits from Malaysia to be safe for consumption.

The products from China are Hapi brand Strawberry Sandwich Biscuits, Jiahui brand Pizza Biscuits (Red Packet) and CHong brand Soda Biscuits (Green Packet) as well as Hichime brand fruit milk chew candy.

The four local products are Biskut Marie Kecil, Biskut Rokok S, Biskut Rokok L2 and Biskut Milk Fat Short Cake, all produced by Khian Guan.

Goal! 3

Goal! 3 is a forecoming film directed by Jonathan Smith, produced by Mike Jefferies and Matt Barrelle and written by Mike Jefferies and Piers Ashworth. It is the third installment of the footballing trilogy Goal! that also stars Alessandro Nivola and Anna Friel.

The Plot

* An all new production team, director and writer for Goal! III bring fresh ideas, more stars and a wider ranging international story line centred upon the national teams, dramas and behind the scenes events at the FIFA World Cup 2006.

The film features some of the players from the Mexico and England squads. Filming has taken place in the studio and at various locations in Nottingham, Leicester and Lincolnshire, and new dramatic footage is blended with original film from the German FIFA World Cup tournament shot in 2006. Kuno Becker remains featured within the film plot, however his relationship status is still affecting his game resulting in him being dropped out in the final. He is substituted in the second half of extra time as he then goes on to score the winner against France two minutes before time to give Mexico their second world cup win. Viggo Mortensen (Lord Of The Rings, A History of violence) has always wanted to appear in a sports feature. due to his love for football he had to compete with the likes of Jon Voight and Antonio Banderas for the role of the Mexican head coach. He initially lost the role to Sanli Valdez who later deserted the role to pursue for the G.I Joe movie due in 2009. This was then forwarded to Virgo Mortensen as the rest of the candidates had already dropped out of the race. The world cup final was initially filmed in Stade de Soleil in France instead of the Berlin Stadium in Germany. this was due to the high taxes and surplus production fees to rent the stadium. An estimated 60% of the actors on pitch action scenes were shot against blue or green screen and are cleverly blended with real footage of the world cup.

Some Nottingham University students were used as extras during filming at the Nottingham City stadium and the club's training camp and the Walker Stadium in Leicester doubles as a World Cup venue in several scenes.

The movie was originally planned for release in the Spring/Summer of 2008 but is currently slated for release on March 10th 2009.

Goal! 2: Living the Dream

Plot

The film starts at the beginning of the 2005/2006 season. Barcelona defeats Real Madrid by three goals in the Bernabéu, and Gavin Harris performs poorly in the Spanish league match. Santiago has attracted the interest of Real after his sensational performance in Newcastle last season and on deadline day he signs for them in a swap deal involving Michael Owen. Santi moves in with Roz to whom he is set to get married. He makes his debut in a game against Greek side Olympiakos. With the game tied at 0-0 he comes off the bench to score the winning goal with a fantastic volley to the delight of the home crowd. Meanwhile his friend Gavin Harris is misfiring and has failed to score in 14 matches.

Roz soon has to head home to carry on her studies. Santi continues to impress at Real and the manager and director of Football are seen arguing of whether he should start. However life gets bad for Santi when his half brother turns up and shows him a picture of his mom. Santi's mom left his dad years ago and is now living in Spain with a new husband and a son. Enrique had learnt of this and went to tell Santi. Santi is freaked and drives off. From then on his life goes downhill. He makes his first start in a home game against Valencia and he is sent off after 5 minutes when he hacked down Vicente. He drowns his sorrows at a bar with Jordana Garcia (a journalist he met at Gavin's party).

Things get worse for Santi as he misses the team plane for the game against Rosenborg and he then starts falling out with Roz as he becomes more selfish and arrogant. He sacks his agent Glen Foy who had given him a chance in football. Meanwhile his friend Gavin Harris is scoring again but he loses his house and moves in with Santi. Santi gets injured while playing football with Gavin at home and his coach bans him from returning home for Christmas. Roz begins to think that Santiago is cheating on her.

For New Year's Eve, Gavin organizes a party which Jordana Garica is invited to. Jordana and Santi soon start kissing and the next scene shows Santiago telling Gavin that nothing happened when in fact they kissed. Santi tells Gavin about his brother but seems unable to find him. Enrique and Santi encounter each other again, and Santiago gives Enrique a ride home. After Santi drops Enrique off at home, Enrique quickly grabs Santi's duffel bag containing his warm ups and practice jersey. Santiago, unable to chase Enrique because of his injury, gets back into his car.

Enrique then steals Santi's car and Santi jumps in a cab and orders the Cab to pursue the car. Enrique crashes the car and Santi is interviewed by the police at the hospital where Enrique has been treated. A member of the paparazzi takes a picture of Santi and Santi strikes him, just as the police drag him off he finally sees his mom.

He spends the night in the jail before a member of the club rescues him, however things get worse a magazine shows Jordana and Santi kissing at the bar on New Years Eve. Roz yells at Santi over the phone. Meanwhile Santi finally finds his mom and they talk over what happened where his mom reveals she ran away because a man and Santi's uncle attacked her. Santi plays a game of football with his brother Enrique. He then phones Roz and apologizes for his behaviour. Roz is pregnant but Santi doesn't know.

Harris scores the winning goal against Barcelona in the Champions League. Real Madrid get past Lyon in the Champions League Semi-Finals by goals of Harris and Santi in the Santiago Bernabéu. They play Arsenal in the final and are trailing 1-0 at half time. Santi is brought on to play behind Gavin Harris. Arsenal however score again through Thierry Henry. They then miss a penalty and Gavin Harris pulls one back. Santi hits the bar before scoring himself in injury time and David Beckham scores a free kick to win Real the Champions League.

Plot Notes

* Santiago Munez has been transferred to Real Madrid with Michael Owen moving in the opposite direction (to Newcastle) although in the change rooms the name Owen is still visible.

* Many Real Madrid players had cameos in the last film.

* All the actual footage of football matches came from the group stages in the Champions League. In reality, Real Madrid were knocked out by Arsenal in the first round, losing 0-1 at the Santiago Bernabeu and drawing 0-0 at Highbury.

* Gavin Harris is transferred to Real Madrid with no real reason behind it.

* In the unknown time frame between the movies, Roz and Santiago get engaged.

Goal! The Dream Begins

Beginning

In Goal! The Dream Begins, Santiago is a football fan living in poverty in Mexico. His family escape to Los Angeles in United States of America as illegal immigrants. As Santiago gets older, he becomes a busboy at a Chinese restaurant and joins a local amateur football team.

Glen Foy, a former english player, sees him play and invites him a tryout for Newcastle United. Although all his talent, Santiago's father is against him chasing the dream and takes his hard-earned money to buy a truck for his gardening business. Heartbroken, Santiago loses all hope of chasing his dream as a football player. Amazingly, however, his grandmother uses the family savings to pay for his trip to Newcastle.

Starting life at Newcastle

Santiago Muñez arrives in Newcastle and is introduced to the manager of Newcastle United, Erik Dornhelm. When he goes for his tryout, he doesn't cope with the standard of Newcastle United's reserve players and he has a terrible match. Glen Foy pleaded for Santiago's tryout. Santiago was given a month for training. Fortunately, he passed and was on the reserve team. Santiago met Ros (Anna Friel) in the free clinic where Santiago got his medical papers since he does not have one. He did not tell Ros that he had a Respiratory problem (asthma). For the first game of the reserves, Santiago's inhaler was stepped on, therefore, he could not play well for the match. He was then kicked out of the team. The next day, Harris was late for practice. His car was out of wheels, literally. Gavin Harris rode the same cab Santiago was in first. Harris helped Santiago get back to the club. Erik Dornhelm put Santiago back in the reserves. During the second game for the reserves, Santiago made his career-starting goal and was advanced to the first team. When he made his debut against Fulham, he gives a penalty to Newcastle. Harris scored. The next match that he was in, he scored from a free kick against Liverpool, which gave Newcastle the fourth and final Champions League place, screaming to the top of his lungs.

Real Madrid

He is signed by Real Madrid as a swap for Michael Owen and Ros didn't want to go but Santi persuaded her. He came off the bench on numerous occasions and usually scored. But in his first start versus Valencia was a nightmare. He was sent of for a horror tackle on Vicente. While driving his Lamborghini his brother Enrique runs into the road and throws a picture of his mother Rosa (Elizabeth Pena) at him. He drives off. Soon after Enrique (only ten or eleven years old at the time) drives his Lamborghini and crashes it and a paparazzi photographer follows him to the hospital. He is questioned by the police and while answering their questions the same photographer snaps a shot of him and he smashes his camera and is jailed for a week. He redeems himself but starts on the bench for the champions league final against Arsenal who include TJ Harper and Hughie McGowan who appeared in the first film. They are losing 2-0 at half time thanks to goals by Harper and Thierry Henry. Santiago is put on to partner Gavin Harris. In the second half Arsenal have a second penalty but TJ Harper hits the bar an Santiago clears for Harris to volley over Jens Lehmann. Santiago then scores a belting volley and for the last touch of the game David Beckham scores a trademark freekick. The film ends with to be continued...

4. What happens when Melamine is digested?

Melamine remains inside the kidney. It forms into stones Blocking the tubes. Pain will be eminent and person cannot urinate. Kidney will then swell.


Although surgery can remove the stones, but it will cause irreversible kidney damage. It can lead to loss of kidney function and will require Kidney dialysis or lead to death because of uremia.

What is dialysis?
In fact, it should be called 'blood washing'. It is filtering all of the body's blood into the machine and then go back to the body.


The whole process takes 4 hours and it is necessary to dialysis once for every 3 days for the rest of your life.

a. ujian kursus PTK; dan / atau
b. kertas tugasan khas; dan / atau
c. pengucapan awam.

Kertas Tugasan
3. Skop kertas tugasan khas bagi melepasi tahap kompetensi adalah dalam bidang pengkhususan (functional) perkhidmatan masing-masing. Sebagai contoh bagi Skim Perkhidmatan Pendidikan (Guru) ia meliputi 22 bidang utama iaitu:

a. Pengurusan Pengajaran dan Pembelajaran;
b. Pengurusan Pengajaran dan Pembelajaran (Pendidikan Khas);
c. Pengurusan Pentadbiran Umum;
d. Pengurusan Kurikulum;
e. Pengurusan Peperiksaan;
f. Pengurusan Perancangan dan Dasar Pendidikan;
g. Pengurusan Pengambilan Pelajar;
h. Pengurusan Kokurikulum;
i. Pengurusan Naziran;
j. Pengurusan Hal Ehwal Pelajar;
k. Pengurusan Pendidikan Sukan;
l. Pengurusan Bimbingan dan Kaunseling;
m. Pengurusan Bagi Pensyarah;
n. Pengurusan Buku Teks;
o. Pengurusan Pendidikan Swasta;
p. Pengurusan Pentadbiran Pendidikan Khas;
q. Penerbitan Rancangan Televisyen Pendidikan;
r. Penerbitan Rancangan Radio Pendidikan;
s. Pembangunan Perisisan Kursus Pendidikan;
t. Penerbitan Bahan Cetak;
u. Pengurusan Prasarana Teknologi Maklumat dan Komunikasi Sistem Maklumat; dan
v. Pengendalian Pusat Sumber Pendidikan.

4. Kertas tugasan yang disediakan hendaklah menepati tahap kecekapan TK3, TK4, TK5 atau TK6 di mana yang berkenaan. Ia bermaksud kualiti dan persembahan kertas adalah menepati atau setaraf dengan TK masing-masing.

Tajuk Kertas Tugasan
5. Tajuk kertas tugasan hendaklah menepati bidang pengkhususan perkhidmatan masing-masing dan tajuk berkenaan adalah disediakan oleh pihak urus setia. Tajuk kertas tugasan yang telah diluluskan oleh Panel Penilaian akan diberi kepada pegawai yang memohon untuk menyediakan kertas tugasan khas. Pegawai yang berkenaan dikehendaki untuk menyediakan kertas tersebut dalam tempoh satu (1) bulan dari tarikh tajuk tugasan dihantar.

Penyediaan Kertas Tugasan
6. Pegawai diminta untuk menyediakan kertas tugasan berbentuk kertas konsep berdasarkan bidang pengkhususan perkhidmatan masing-masing. Perkara-perkara yang perlu diberi perhatian semasa penyediaan kertas tugasan ini ialah:

a. panjang kertas yang dihasilkan mengikut tahap kecekapan adalah seperti berikut:
i) Kumpulan Pengurusan dan Profesional : TK5/TK6 - 20-25 muka surat
ii) Kumpulan Pengurusan dan Profesional : TK3/TK4 - 15-20 muka surat
iii) Kumpulan Sokongan : TK4 - 10-15 muka surat

b. menggunakan kertas saiz A4 dan tidak termasuk preface dan lampiran;

c. ditaip double spacing;

d. font yang dicadangkan ialan Times New Roman, saiz 12;

e. menyediakan salinan yang mencukupi (7 salinan bagi perkhidmatan gunasama);

f. kertas tugasan boleh disediakan dalam Bahasa Melayu atau Bahasa Inggeris;

g. kertas ini hendaklah yang asal yang disediakan oleh pegawai dan disahkan ketulenannya oleh pegawai berkenaan; dan

h. pegawai dikehendaki menyediakan ringkasan eksekutif kepada kertas tidak lebih daripada satu muka surat.

Penghantaran Kertas Tugasan
7. Kertas tugasan yang telah disiapkan hendaklah dihantar kepada pihak urus setia. Bagi Perkhidmatan Gunasama Persekutuan, kertas berkenaan hendaklah dikemukakan ke alamat berikut:

Garis Panduan Menduduki Semula Dan Mengulang Kursus Penilaian Tahap Kecekapan

TUJUAN
1. Garis panduan ini bertujuan untuk menjelaskan kaedah menduduki semula dan mengulangi kursus Penilaian Tahap Kecekapan (PTK).

LATAR BELAKANG
2. Pelaksanaan Sistem Saraan Malaysia adalah berteraskan kompetensi dalam pengurusan sumber manusia perkhidmatan awam. Kompetensi yang dinilai ialah dari segi pengetahuan, kemahiran dan ciri-ciri peribadi pegawai. Sistem Saraan Malaysia memperkenalkan PTK untuk menggalakkan pembangunan diri melalui pembelajaran berterusan serta menggalakkan penguasaan pengetahuan, kemahiran dan kreativiti serta inovasi dalam pelaksanaan tugas.

TAFSIRAN
3. Dalam panduan ini:
“Melepasi Tahap Kompetensi” bermaksud pegawai yang berjaya mencapai tahap yang ditetapkan bagi sesuatu tahap kecekapan yang berkenaan dan telah membuktikan pegawai memiliki tahap kompetensi yang diperlukan dari segi pengentahuan, kemahiran dan ciri-ciri peribadi.

“Kriteria Penilaian” bermaksud perkara-perkara yang diberi penilaian termasuklah pecahan-pecahan di bawahnya (sub-kriteria).

“Lulus PTK” bermaksud melepasi tahap kompetensi yang ditetapkan bagi sesuatu peperiksaan dan kursus PTK.

“Lulus Bersyarat” bermaksud pegawai tidak mencapai markah minimum yang ditetapkan bagi melepasi tahap kompetensi dan perlu menduduki semula aspek penilaian yang gagal atau menyediakan kertas tugasan khas.

“Tidak Melepasi Tahap Kompetensi” bermaksud pegawai tidak mencapai markah minimum yang ditetapkan bagi melepasi tahap
kompetensi bagi kekdua-dua bahagian atau komponen penilaian.

“Menduduki Semula (refer)” bermaksud menduduki semula aspek penilaian yang gagal atau menyediakan kertas tugasan khas.

“Mengulangi Kursus (repeat)” bermaksud mengikuti semula keseluruhan kursus PTK.

KEPUTUSAN PTK

4. Keputusan PTK akan dimaklumkan kepada pegawai seperti berikut:
(a) lulus;
(b) lulus bersyarat; dan
(c) tidak melepasi tahap kompetensi.

MENDUDUKI SEMULA DAN MENGULANG KURSUS PTK
5. Pegawai yang Lulus Bersyarat dan Tidak Melepasi Tahap Kompetensi kursus PTK dibenarkan menduduki semula atau mengulang kursus PTK.

Menduduki Semula Kursus (PTK)
6. Pegawai yang lulus bersyarat dibenarkan untuk memohon bagi menduduki semula kursus PTK dengan syarat-syarat berikut:

a) pegawai yang memperolehi markah keseluruhan kursus PTK kurang daripada markah minimum yang ditetapkan adalah dikehendaki menyediakan kertas tugasan khas;

b) pegawai yang mendapat markah ujian kursus PTK kurang daripada markah minimum yang ditetapkan perlu menduduki semula ujian PTK;

c) pegawai yang mendapat markah penilaian kursus PTK kurang daripada markah minimum yang ditetapkan perlu menyediakan kertas tugasan khas;

d) pegawai yang mendapat markah pengucapan awam kurang daripada markah minimum yang ditetapkan dibenarkan menduduki semula pengucapan awam pada sesi berikutnya;

dan

e) pegawai yang gagal menunjukkan sikap yang sesuai sepanjang tempoh kursus akan ditangguh keputusan kursus PTK sehingga mendapat laporan daripada Ketua Jabatannya dalam tempoh 12 bulan selepas menghadiri kursus.

Mengulang Kursus PTK
7. Pegawai yang Tidak Melepasi Tahap Kompetensi dibenarkan memohon untuk mengulang keseluruhan kursus PTK dengan syarat berikut:

(a) pegawai dibenarkan untuk mengulang semula kursus berikutnya dalam kursus yang akan ditetapkan oleh urus setia;

(b) sekiranya masih gagal, pegawai dibenarkan mengulang semula kursus PTK selepas 12 bulan lagi; dan

(c) sekiranya masih gagal selepas 3 kali percubaan kursus PTK dan seterusnya, pegawai perlu menunggu 18 bulan sebelum dibenarkan mengulang semula kursus PTK.

KAEDAH MENDUDUKI SEMULA KURSUS PTK

Kaedah menduduki semula

8. Pegawai yang disyaratkan untuk menduduki semula salah satu atau semua komponen penilaian bagi melepasi tahap kompetensi adalah dikehendaki menduduki semula komponen seperti berikut :

(a) menduduki semula ujian kursus; dan/atau

(b) membuat kertas tugasan khas; dan/atau

(c) pengucapan awam.

Ujian PTK
9. Pegawai yang disyaratkan untuk menduduki ujian PTK perlu mengemukakan permohonan untuk menduduki ujian berkenaan tanpa menghadiri kursus PTK dan mereka akan dimaklumkan mengenai tarikh dan tempat ujian. Pegawai akan menduduki ujian kursus PTK bersama-sama pegawai yang sedang mengikuti kursus PTK atau dalam sesi ujian yang dijalankan secara berasingan.

10. Ujian kursus PTK akan dikendalikan oleh penganjur kursus PTK dan ia adalah berdasarkan kurikulum kursus PTK yang ditetapkan dalam kurikulum PTK berkenaan.

11. Pegawai yang disyaratkan untuk membuat kertas tugasan khas adalah dikehendaki untuk mengemukakan permohonan kepada urus setia berkaitan. Kertas tugasan yang disiapkan hendaklah disahkan ketulenannya oleh pegawai berkenaan dan mengemukakannya kepada urus setia dalam tempoh satu (1) bulan selepas tajuk tugasan diterima. Maklumat lanjut mengenai penyediaan kertas tugasan adalah seperti di Lampiran A.

12. Tajuk kertas tugasan khas adalah dalam bidang pengkhususan perkhidmatan berkenaan dan menepati tahap kecekapan yang telah ditetapkan. Tajuk kertas tugasan yang telah mendapat persetujuan Panel Penilaian akan diberikan kepada pegawai yang memohon.

Pengucapan Awam
13. Pegawai yang disyaratkan untuk menduduki pengucapan awam ditahap yang berkenaan perlu memohon untuk mendudukinya dan pegawai akan dimaklumkan tarikh dan tempat penilaian.

PENILAIAN PEGAWAI YANG MENDUDUKI SEMULA
14. Pegawai-pegawai yang menduduki ujian kursus PTK akan dinilai berasaskan jawapan ujian dan mengikut proses sama seperti ujian kursus PTK.

15. Pegawai-pegawai yang disyaratkan untuk membuat kertas tugasan khas, hasil kerja mereka akan dinilai oleh Panel Penilaian yang dilantik untuk bagi tujuan ini.

16. Pegawai-pegawai yang disyaratkan untuk menduduki pengucapan awam akan dinilai oleh Panel Penilaian dan ia boleh dilaksanakan bersekali dengan kursus PTK yang sedang berlangsung atau dalam sesi yang berasingan.

Pegawai-pegawai Yang Menumpang Kursus PTK
17. Pegawai-pegawai yang menduduki kursus PTK secara tumpangan di Perkhidmatan/Kementerian/Agensi lain hendaklah mengemukakan
permohonan kepada Perkhidmatan /Kementerian/Agensi yang ditumpangi semasa menduduki kursus yang terdahulu. Ini adalah kerana rekod penilaian kursus PTK adalah dalam seliaan Perkhidmatan/Kementerian/Agensi yang ditumpangi tersebut.

KAEDAH MENGULANG KURSUS PTK
18. Pegawai yang dikehendaki mengulang kursus PTK sepenuhnya hendaklah memohon dengan menggunakan borang permohonan kursus PTK dan urusannya sepertimana permohonan mengikuti kursus.

PERMOHONAN UNTUK MENDUDUKI SEMULA / MENGULANG KURSUS PTK
19. Pegawai berkenaan perlu memohon komponen-komponen yang disyaratkan selepas menerima keputusan kursus PTK dengan menggunakan borang permohonan mengikuti kursus PTK. Bagi perkhidmatan gunasama persekutuan borang yang digunakan adalah seperti di Lampiran B dan Lampiran B1.

20. Bagi perkhidmatan gunasama persekutuan borang yang telah dilengkapkan hendaklah dikemukakan kepada pihak urusetia di alamat berikut:

Teacher kicked, slapped by two Form 2 girls

KANGAR: A 27-year-old teacher was allegedly kicked in her belly by a student in class yesterday.

Physics teacher Azhana Ibrahim was assaulted after being involved in an argument with two Form Two students at 10am.

The argument was over a crude word which one of the students had written in a class project report.

The teacher sought an explanation from the students, both 14, which ended in a shouting match.

Azhana and the two students also traded slaps in the incident at Sekolah Menengah Perlis here.

District police chief Superintendent Yusof Mohd Diah said the teacher was kicked in the belly about two to three times during the incident.

"The teacher had advised the students about something that was written in a report which they submitted."

Azhana had no physical injuries, but she was traumatised.

She was accompanied by two other teachers when she lodged a report at the Kangar district police station.

The teacher had taught in Johor for five years before being transferred to Perlis in January.

The case comes in the wake of several disciplinary cases which occurred at the same school since last year.

There was also a case of lewd behaviour last year involving two students.

Just three days before, the school's principal was given a warning by the education authorities concerning a complaint lodged by a group of parents.

Parents of eight Muslim students, who were part of the school's brass band, claimed the school had directed their children to participate in a religious festival organised by a Taoist temple here.

This prompted the state Education Department to issue a warning to the principal, asking him to be more sensitive of the pupils' religious differences.

Meanwhile, a teacher who accompanied Azhana to the police station said the latter was traumatised.

"She was shaken when she came into the teachers' room for help. We then drove her to the police station."

The teacher, who declined to be named, said other students were called in to gang up on the teacher during the incident.

Azhana had apparently asked the two students to submit their physics folio assignment several times, but to no avail.

When the students did submit their reports, they had written gila babi (crazy swine) which was aimed at Azhana.

It is learnt that the words were written at the back cover of the report.

Azhana then questioned the students in front of a Form One class yesterday morning. A fight broke out after the teacher tried to advise the students and the incident was recorded on a student's handphone.

When contacted, state Education Department director Mansor Lat said a full report would be sought from the school.

School @ Malaysia

Education is one of the core element of a nation's growth and development. Education sector contributed countless professional workforces into the economy and service industries, as well as preparing the citizens to embrace the world with full of challenges and uncertainties, in a rightful manner and correct mindset.

Education starts from school, and in this article I'd like to talk about the schools in Malaysia.

Early education system in Malaysia follows the footsteps of the British education system, thanks to the British colonial era decades ago. Today, the education system in Malaysia had changed and differs from the original British education system.

Young Malaysians aged 7 start their first step of formal education in primary school, where they'll be spending 6 years learning the basics of each core subjects, namely language subjects like Bahasa Melayu and English, mathematics and science.

Malaysia is a multi-racial country, thus, different arrangements have been made in order to cater the needs of a certain groups of students. Because of this, different types of primary schools have been setup in all over the nations. Most of the primary schools in Malaysia are funded by the government. Some fully-funded, while some partially-funded.


Sekolah Kebangsaan, SK (National school)

The most abundant primary school of all types. SK is catered for the bumiputra students and it's also available for other races as well. Most of the students in SK consist of Malay ethnic, with minorities of Chinese and Indian population in the school (rarely foreign students). This type of school can been found easily in most cities, even in countryside (kampung) as well.

Basically this school teaches the core languages BM and English but did not offer lessons for Chinese Mandarin or Indian Tamil languages (unless special case). Pendidikan Islam (Islamic studies) has been given priority in this school, as most of the populations are Muslims (for non-Muslims, they'll have Pendidikan Moral, which is Moral studies).

Most of the lessons are taught in Malay, with the exceptional case of science and maths taught in English.


Sekolah Jenis Kebangsaan Cina, SJK C (National type Chinese school)

This type of school used to be named as Sekolah Rendah Jenis Kebangsaan Cina (SRJK C), but they drop the "Rendah" and become the SJK C we see today.

SJK C consist of majority Chinese, as most of the SJK C are built by earlier Chinese generations in order to give their children the opportunity to study their mother language, Chinese Mandarin. Today, more than 90% of Chinese parents send their children to study in SJK C.

As it stated above, SJK C offers the Chinese Mandarin lesson, as well as the other core languages BM and English. Most of the subjects are taught in Mandarin, except for BM and English. One interesting note is that in SJK C, Maths and Science are taught in two languages, that is Mandarin and English.

Students from SJK C are subjected to heavy burdens as homework seems to be never-ending, strict ruling by teachers, overweight schoolbags etc. These issues have been discussed for years and until now no solution had came out since then. Also, SJK C students are also known for their hardworking attitude, and sometimes become bound-to-the-books type of attitude (read: NERD).

Nevertheless, nowadays an increasing number of Malay and Indian parents are sending their kids into SJK C because of the advantage of learning Mandarin, given the current trend of the uprising China in the wake of the world.


Sekolah Jenis Kebangsaan Tamil, SJK T (National type Tamil school)

SJK T is mostly attended by Indian students. Compare to SK and SJK C, SJK T is quite uncommon, only a few can be found in a state, as the Indians are the smallest population of all three majority races in Malaysia. At places where no other primary schools are available, children are sent into SJK T. However, this is an uncommon case.

Like SJK C, SJK T gave the chance for students to learn Tamil language, the mother language of majority Indians in Malaysia (other dialects like Hindi and Gujarati).

Malaysian University English Test (MUET)

Malaysian University English Test (MUET), first launched in 1999 and administered by Malaysian Examinations Council (Majlis Peperiksaan Malaysia), is a test to measure candidates’ English language proficiency. MUET is taken by students who intend to pursue their tertiary education at local public universities since it is a mandatory test to gain entry into degree courses offered at all Malaysian public universities. This test is carried out twice a year, in April/May and October/November. Candidates usually register through their academic institutions while private candidates through State Education Departments (Jabatan Pelajaran Negeri), with a registration fee of RM60.

Unlike International English Language Testing System (IELTS) and Test of English as a Foreign Language (TOEFL) which are globally accepted as the certification of English language proficiency, MUET is recognized only in Malaysia and Singapore (National University of Singapore, Nanyang Technological University and Singapore Management University).

MUET consists of four components: listening, speaking, reading and writing. New test specifications have been introduced officially and will apply from MUET October/November 2008 onwards while old test specifications will still apply for MUET October/November 2007 and April/May 2008. The table below shows the detailed comparison between new and old format of MUET.

Candidates are rated into six bands – band one being the lowest and band six being the highest -- according to their test scores. The total score is 300 and the table below shows MUET band description.

Students that have taken MUET are eligible to be enrolled into degree courses offered at local public universities as long as their CGPA for Diploma STPM or Malaysian Matriculation examinations are good enough to fulfil the entry requirement. The difference between all these bands is that students from band 1 and 2 have to take two extra English courses during holidays while band 3 and 4 students take one extra course. Students with band 5 or 6 can skip the extra English course. Some competitive degree courses like medicine and pharmacy, however, require students to get band 5 or 6 in MUET.
